The reason I say this is because even Civ 5 ran with DX11 when you used the DX10/11 option. This can be seen when you run the game in windowed mode.
My own machine has a Geforce 300m whcih does not support DX11, but it still ran the game using DX11. Basically the game engine makes use of some options in DX11 that do not require hardware support allowing cards that don't support DX11 to still run it. DX9 is old and most likley isnt supported in many new games at all.
Those links are about the system being 64-bit, not the games. There's a lot to be gained by using a 64-bit CPU and OS, especially if you're running other stuff as well as games. Little to be gained by the game being 64-bit except in certain very limited circumstances; after all, if you want to do a lot of high-precision maths, you can get the GPU to do it better. And there's plenty of maths in Civ5 - but not a lot high-precision. Not sure there's any, actually. No need for double-precision floating point very often, never mind more, and no integer maths with really ridiculously huge numbers.
All Civ5 would gain, really, is the ability to access more memory.
